1. Chief Executive Officer

• Work as Chief Administrative Officer of the Board.
• Implementation of Board’s program and policy.
• Administrative control over all sections, schemes, officers and staff of the Board.
• Discharge duties and responsibilities delegated from Board from time to time.
• Submission of Income and Expenditure Account and program of schemes to government/industry.
• Maintain discipline in all officers and staff of the Board.
• Ensure program of meeting as per direction received from the Chairman/Vice-Chairman of the Board and Committees, sub committees as per act of the Board and keep records of the proceedings.
• Present all important letters and matters before Board in time.
• Issue directions for compliance of the decision taken by the Board and its committees.
• Spend within the limit of approved Income Expenditure provisions.
• Sanction managerial subsidy, production subsidy etc. as per pattern of assistance decided by Board and Standing Finance Committee.
• Sanction managerial subsidy, production subsidy etc. as per pattern of assistance decided by Commission, Government or Board.
• Issue Certificate of exemption from Sales Tax and octroi on behalf of Board to Institutions, societies and persons as per direction of Commission or Government.
• Sign documents and other papers on behalf of Board.
• Disposal of service matters of personnel of Board and take administrative action.
• Only Chief Executive Officer/Vice Chairman has the authority to draw funds from bank as per Act of Board, but since beginning, ie, 1960, Chief Executive Officer has the authority of Drawing and Disbursement.
• Chief Executive Officer has the right to take action for Organization, Revitalization and Disintegration of cooperative societies in the Board as Registrar under UP Cooperative Societies Act 1965 and Rules 1968.

2. Finance Controller and Chief Finance and Accounts officer

Duties and responsibilities delegated by Government and Chief Executive Officer.

• Take care of maintenance of all accounts and finance of the Board.
• Works as financial advisor to the Board.
• Keep control over all accounts and audit and work as Finance Controller of the Board.
• Ensure preparation of annual and other accounts in time and control over it.
• Preparation of Budget to receive assistance from departments and khadi village industry.
• Preparation of accounts of Board as per rules in time and present it at the time of audit.
• Payment or recoupment of all bills and examine before submission of utilization certificate.
• Inspection of accounts of all departmental offices, centers, registered institutions and societies of the Board.
• Issues direction regarding maintenance of accounts to all regional drawing and disbursements, use of farms and rule of finance.
• Finalization of list of assets and liabilities transferred to Board.
• Inspection of all schemes of the Board and preparation of annual balance- sheet showing profit and loss.
• Responsibility of all accounts of the Board and work as Finance Controller.

3. Additional Chief Executive Officer

• Work under the supervision of Chief Executive Officer.
• Discharge total responsibility for development of the industry.
• Monitoring of schemes of development of head quarter and present the progress report to Chief Executive Officer and Chairman or Vice-Chairman in time.
• Ensure desired efforts for implementation of developmental schemes.

4. Senior Joint Chief Executive Officer-As above

6. Deputy Executive Officer-Inspection & supervision of district offices in the region.

7. Regional Village Industry Officer-As above

8. Principal

All works related to training under different village industry schemes in training center.

9. Assistant Director, Industry

• Efforts for control of scheme from H.O., production as per specification and supply.
• Issue direction for target fixation of production and its achievement.
• Control over budget and expenditure.
• Preparation of annual report of the scheme.
• Submit progress report to Khadi Commission and government.
• Responsibility of successful implementation of the scheme.
• Coordination for all round development of the scheme viz., production, training, research and extension and identification of problems of departmental cooperative societies/institutions and centers implemented on personal basis and provide its solutions.

10. Assistant Registrar, Cooperative

• Registration of industrial cooperative society, revitalization, disintegration, election and its monitoring under the supervision of Registrar/ Chief Executive Officer.

11. Officer on Special Duty(Computer)

• Ensure computerization of Personnel, accounts, scheme, planning, coordination and other departmental works and monitoring of computers established in region and district, departmental web-site and exchange of other information.

12. Trainer

• Provide technical guidance and training on training centers.

13. District Village Industry Officer

• Survey of industrial probability in his work area and keep record of raw-material. Provide details information to units of Khadi and village Industry.
• Organization of industrial cooperative societies or institutions according to the possibilities in the area and preparation of papers for their registration.
• Forwarding indents with his recommendations/inspection report for economic assistance of cooperative societies/institutions working with the objective of development of Khadi and village Industry.
• Ensure utilization of assistance provided to Khadi and village industry for the purpose it was given.
• Help in sale/marketing of product manufactured by Khadi and village industry.
• Ensure implementation of the scheme by his subordinate staff working at tehsil and developmental block level and properly guide them.
• Compilation of assistance provided to societies/institutions and persons and progress report and send it to H.O.
• Recovery of loan and other funds and send details to head office.
• Take appropriate action as per rules to activate inactive societies.
• Maintain financial and other information of all cooperative societies/institutions of his district in his office.
• Ensure compliance of orders issue by Board head quarter.
• Discharge other responsibilities given by the board from time to time.

14. Assistant Development Officer(First/Second)

Perform following work for establishment of small industry and village industry: Survey

• Survey of availability of raw material.
• urvey of number of artisan and keep details of technical availability.
• Keep details of market for ready product.
• Information about means of transport/economic status.

Organizational work

• Preparation of proposal for organization of society and institution.
• Provide training to the members of society and institution in concern village industry.
• Arrangement of plant and machinery.
• Arrangement of technical advice to society through officers of H.O.
• Provide loan and grant for establishment of village industry.
• Solving problems of the societies/institutions and personal entrepreneur at head quarter level.
• Arrangement for sale of products manufactured by societies.
• Help in arrangement of supply of goods of the unit by making contact with government offices and departments.
• Inspection of proper use of loan/grant provided to societies/institutions and personal entrepreneur.
• Recovery from societies/institutions and personal entrepreneur.
• Take action for revival of dormant societies and dissolve closed societies.
