As mentioned above, the Khadi and Village Industries Board is an autonomous body constituted under the Act of the U.P. State Legislature, in which all policy and key decisions are taken by the Board of Directors. The Hon'ble Minister for Khadi and Village Industries is the ex-officio Chairman of the Board, and 7 non-official members are nominated to the Board of Directors for a period of two years. One full-time Vice-Chairman is appointed from among these non-official members. There is a provision for complete public participation through non-official members in key policy decisions.
In addition, under Section 31B of the Act, the State Government may constitute an Advisory Committee to advise the Board on various matters, in which one person having a special interest in the field of Khadi and Village Industries is nominated from each Revenue Division. Thus, through this Advisory Committee, the aspirations, expectations, and suggestions of the general public can reach the Board of Directors.
Under a Government Order, a Khadi Sales Rebate Committee has been constituted under the Chairmanship of the Secretary, Khadi and Village Industries, Government of U.P. Apart from government representatives, representatives of institutions performing exemplary work in Khadi production are nominated as members. The committee reviews, supervises, and monitors the Khadi sales rebate discount payable by the Board to Khadi institutions.
