The Board is an autonomous corporate body in which responsibilities are discharged at various levels, ranging from the Board of Directors at the apex level to Assistant Development Officers at the lowest level, and decisions are taken in a fully transparent manner within their powers.

In the public interest, the State Government may issue directions to the Board under Section 16 of the Act. Decisions are taken by the Board of Directors from time to time as follows:

• 1.) All policy-related matters.
• 2.) Establishment-related matters of Class 'A' personnel. There is a provision for holding one meeting of the Board of Directors in every quarter; however, if required, a meeting can also be organized prior to that.
• 3.) The proceedings of the meetings of the Board of Directors are recorded in the minutes register, which will remain available for inspection by the general public as per the prescribed procedure.
• 4.) The Chief Executive Officer holds the authority to make all administrative decisions. The implementation of the decisions made by the Board of Directors is carried out at the level of the Chief Executive Officer and subordinate officers. The selection of beneficiaries is done by a District-Level Selection Committee constituted under the chairmanship of zonal officers—comprising the District Lead Bank Officer, District Manager of NABARD, General Manager of the District Industries Centre, and the District Village Industries Officer as Member Secretary. The loan application forms of the beneficiaries selected and recommended by the Selection Committee are forwarded to the concerned banks from the level of the District Village Industries Officer. Following approval, the margin money/interest subsidy amount is directly provided to the concerned bank branch as per rules.
